Charlotte was born August 26, 1921 in Derinda Township. She walked to Derinda School completing eight grades in seven years. She rode a horse drawn wagon to Hanover High School, graduating in 1938 as Class Valedictorian. She won a scholarship from Jo Daviess County and attended the University of Illinois for two years.

She returned to Hanover and married Robert Isaac Mills on her 19th Birthday. They farmed in rural Hanover and raised seven sons and three daughters. Charlotte was a lifelong mother, having her children in the home from 1942 until 1982 when her youngest left high school, then starting on her grandmother duties.

Charlotte was a member of the Hanover United Presbyterian Church, where she taught Sunday School from 1934 to 2000. She also was the church treasurer from 1978 to 2003. She worked for Hanover School from 1969 to 1994. She was elected Hanover Township Supervisor in 1977 and served until 1997 when she moved to Savanna.

Charlotte enjoyed cooking and gardening, but her true joy came from her family which now numbers 91.

Charlotte was preceded in death by her husband of 65 years, Robert Isaac Mills, a son, J. Richard Mills, her parents, J. Wesley and Maudene (Campbell) McKinley, and her only sibling, Kathryn Anne (McKinley) Cornwall.

Charlotte is survived by her nine children: Carlton (Joan) of Urbana; Peter of Wheeling; Jim (Sharon) of Savanna; Doug (Cathy) of Alachua, FL; Andrew of Savanna; Susan (Jackson) Greathouse of Spencer, WV; Jane (Chuck) Ciorba of Fairfax, VA; Debra Kennedy of Gifford, IL; and Phillip (Lisa) of Savanna; 27 grandchildren; 27 great-grandchildren; and two great-great-grandchildren.

Charlotte felt her purpose and legacy was raising children and being a faithful wife. She will be remembered by all as a kind, humble, simple, generous Christian woman with a kind word for all and a special love for children.
